In addition to implementing requisition/purchase order software internally, you should definitely take advantage of any and every web-based electronic ordering system your vendors have. If you are going through an RFP process, the vendors' electronic systems should be one of your main concerns.
In the many RFP's I have worked on over the past six or so years, e-commerce has been at the top of the list of considerations for good reasons. It greatly reduces paperwork, makes usage reporting a three-minute task instead of a three-hour task, and automates a lot of time-consuming customer service work.
We'll delve into this more deeply in the future as there are many tips successfully choosing and implementing a vendor's system that should be covered. For now, suffice it to say - once you start working with a vendor's electronic system, you'll never believe how you got along without it.
